Egypt. the uncircumcised shall be punished as well as Juda, if they transgress. Only the Jewish nation properly observed the right of circumcision generally, or at first. Others imitated them, but with various ceremonies. (Calmet, Diss.) (Ezechiel xxxi. 18., and Judith xiv. 6.)
Hyrcan obliged the Idumeans to receive circumcision. (Josephus, Jewish Antiquities xiii. 17.)

Heart. All then became guilty, Romans ii. 25. (Menochius)
Neither these nations nor Juda was circumcised in heart, and of course were hypocrites. (Worthington)
Where a note speaks of the Jewish people, the Church teaches that the Passion cannot be charged against all the Jews then living, nor against the Jews of today, and that all sinners were its authors (CCC 597, 598).

By hearing let him hear the voice of my servant.” And again He saith, “Hear, O heaven, and give ear, O earth, for God hath spoken.” These are in proof. …

Bringing one to his senses ( φρένωσις ) is censure, which makes a man think. Neither from this form of instruction does he abstain, but says by Jeremiah, “How long shall I cry, and you not hear? So your ears are uncircumcised.” O blessed forbearance! And again, by the same: “All the heathen are uncircumcised, but this people is uncircumcised in heart:” “for the people are disobedient; children,” says He, “in whom is not faith.”
